Is this something for the Kernel Team, or since this is kvm related does
the Server Team need to own this?

On kernel 4.8.0-45, the kvm modules, mainly kvm-hv, moved to the
kernel -extra package.
This module is very important and we want to keep it on the main
kernel package, as it was before, as on version 4.8.0-32.
