OK.
So what seems to be the issue here is that
a.) I'm not sure  why, but when installing with hwe-t (after commissioning with 
xenial) the third party drivers section of the curtin preseed does not get 
rendered (http://paste.ubuntu.com/24409744/).  So we do not install hvpsa 
driver.
b.) Even if we did (i did this by hand)
  sudo apt-add-repository -y ppa:hp-iss-team/hpvsa-update
  sudo apt-get update -q
  sudo apt-get install hpvsa
  $ apt-cache depends hpvsa
  hpvsa
    Depends: hpvsa-3.13.0-32-generic

  $ uname -r
  3.13.0-116-generic

So even if it did get this third party path taken, we have drivers only
for a very old kernel.

  Installation using trusty GA kernel fails (hwe-t).  But using hwe-x the 
installation succeeds.
  This is with the same ephemeral image between the two.  The difference is 
only the kernel.
