Bug description:
  [Impact]
  There's a hardware errata that causes hangs when using PMU counters.
  It has been assigned errata ID E1029.

  [Test Case]
  sudo perf top

  After a few moments, you should notice hangs, most likely with
  rcu_sched messages on the console.

  [Regression Risk]
  (TBD, one upstream fix is identified)
