Can you test that kernel and report back if it has the bug or not? I

Title:
  outgoing tcp connections sometimes fail to be established

Bug description:
  I spend the better part of a day debugging this.

  Symptom: Outgoing connections (ssh, tcp to port 80, to port 8080) fail
  to establish about 25% of my attempts.

  I then switched the kernel from 
  linux-image-4.10.0-20-generic (zesty)
  back to
  linux-image-4.8.0-49-generic (yakkety)

  and those problems were gone. I have no iptables rules on my system.
  I'm using an e1000e over gigabit wired network.

  Attached is a tcpdump of a connection attempt.
