Bug description:
While running the snapd suite using the amd64 kernel snap from the
beta channel (rev 59) we got this error running [1]:

Create a ramdisk with the testrootorg-store.account-key assertion
+ mkfs.vfat /dev/ram0
/dev/ram0: No such file or directory
mkfs.fat 3.0.28 (2015-05-16)
There are no /dev/ram* files on the ubuntu-core system, not sure if
this is intended and we should adapt to it. It was created with:
$ sudo /snap/bin/ubuntu-image --image-size 3G -c beta -O . ./models
/pc-amd64.model
and, once logged to the ubuntu-core system, the version:
$ $ cat /proc/version_signature
Ubuntu 4.4.0-67.88-generic 4.4.49
