I did not select option for "poor CPU performance" during install. I
also previously disabled "ondemand" service after finding that Ubuntu
12.04 LTS had non-performance mode by default. After upgrade to Ubuntu
16.04 LTS (via Ubuntu 14.04 LTS) my CPU has been silently turned to non-
performance mode.

Is there any official way to permanently say that I want performance
mode so that it will not be automatically disabled in future update?

I'm okay with system defaulting to non-performance mode if the system
has battery *and* is operating on battery. This system has high
performance CPU with wired power connection and is able to enter sleep
states (e.g.  C6) to save energy when CPU is not needed. Slowing down
the CPU clock is not worth the latency it causes.
