The specification, including the management protocol description, can be downloaded from http://www.usb.org/developers/devclass_docs#approved A new project similar to libqmi needs to be created: https://bugs.freedesktop.org/show_bug.cgi?id=59161 and is now in progress: https://gitorious.org/lanedo/libmbim and a modemmanager branch 'aleksander/mbim'.
