I've just discovered that, despite my earlier testing, the bug is now also happening on linux-image-4.9.71-040971-generic. I'm going to mark as incomplete once more until I can further narrow down the issue.
One other element that might be relevant is that I'm using two video ports: an HDMI port for video, and a DisplayPort cable for audio. In my current round of tests, running both streams over one cable seems to address the issue (but has not always done so), and changing to an interlaced resolution (1080 to 1080i) also seems to fix it (the regular screen is jittery, but YouTube video is clear).
