@Po-Hsu, please check this again with linux-kvm 4.4.0-1020.25 (or
later).  That version enables additional cgroups, which may resolve the
"dockerd[2991]: Error starting daemon: Devices cgroup ..." problem.

Bug description:
  When trying to install the docker.io package on 4.4 X-kvm kenrel, it will 
failed with:
