With autosuspend

on 4.15.0-20:
Bluetooth controller crash at some point. suspend didn't fix it, you always 
have "no bluetooth dongle found".

on 4.15.0-24:
after first suspend dongle is missing but the second one seems to "fix" it and 
it works after several suspend.
I don't have any issue with Bluetooth used for tethering with an Android phone.

  == SRU Justification ==
  This is a regression introduced in v4.15 and Bionic.  The bluetooth
  controller fails after suspend with USB autosuspend on an XPS 13 9360.

  This regression is fixed by mainline commit 596b07a9a226.  This commit
  was also cc'd to upstream stable, but it has not landed in Bionic via
  stable updates as of yet.

  == Fix ==
  596b07a9a226 ("Bluetooth: btusb: Add Dell XPS 13 9360 to 
btusb_needs_reset_resume_table")

  == Regression Potential ==
  Low.  This patch has also been cc'd to upstream stable, so it recieved
  additonal upstream review.

  == Test Case ==
  A test kernel was built with this patch and tested by the original bug 
reporter.
  The bug reporter states the test kernel resolved the bug.
