[Impact]
Testing EDAC requires EDAC_DEBUG to be enabled. ARM64 server customers
currently need to rebuild Ubuntu kernels with this config option to test EDAC
support.

Enable EDAC_DEBUG config option in the kernel.

None. Limited to ARM64 architecture.
