Administrators are not able to request an FLR reset via sysfs on v3 hisi_sas
controllers.

scsi: hisi_sas: Implement handlers of PCIe FLR for v3 hw
[Regression Risk]
The fix itself has a low regression risk because it implements a
previously-unsupported feature. However, there are 2 changesets that refactor
reset code ahead that are required before the above fix, and that refactoring
has a risk of introducing a regression.
