  not use /etc/thermald/thermal-conf.xml by default

Status in thermald package in Ubuntu:
  New

Bug description:
  from man thermal-conf.xml, thermald should use /etc/thermald/thermal-conf.xml 
by default.
  So, that user can control the behavior.

  But, current thermald will always use the one auto generated:
