This only starts a minute or two after startup. Despite this graphics performance seems unaffected and the CPU usage isn't abnormal. Both my mouse and audio device are USB devices, and the dmesg log shows problems with the irq I think is associated with the USB controller. This issue does not exist in any mainline kernel I've tried - 4.16.0-041600-lowlatency, 4.18.0-041800-lowlatency, 4.19.0-041900-lowlatency. This suggests the issue is specific to the Ubuntu kernel. I've tried booting with the 'irqpoll' option but this didn't make any difference.
