  Issue description: hv_set_ifconfig does not work due to new netplan
  configuration

  Platform: host independent
  Distribution name and release: Ubuntu 18.04
  Kernel version: 4.15+

  The hv_set_ifconfig script does not take in consideration netplan
  config files. Consequently, the changes made by hv_set_ifconfig in
  /etc/network/interfaces are not affecting the final network
  configuration.
