On the Bionic with 4.18 Azure kernel, the linux-modules-extra-azure-
edge is still pointing to 4.15 package.
Unpacking linux-modules-extra-azure-edge (4.15.0.1025.25)
This seems to be the cause of the ubuntu_quota_smoke_test failure for
the SRU.
