Regarding the first error that you mention:
Err:17 http://ppa.launchpad.net/webupd8team/indicator-kdeconnect/ubuntu cosmic
Release
404 Not Found [IP: 91.189.95.83 80]
That is because that particular PPA (personal package archive) is not
available for Ubuntu 18.10. The webupd8 team only releases it for some
older Ubuntu versions. So please disable that software source.
The second message that you commented on is apparently due to Google
Earth repository, and you can report it to Google. That looks safe to
ignore anyway.
Let's see if that "check connection" message goes away when you disable
the webupd8team indicator-kdeconnect PPA.

Title:
Multiple failures in distrobution 18.10
Status in Ubuntu:

Bug description:
When I try
sudo apt-get update

and
E: The repository

N: Updating from such a repository can't be done securely, and is therefore
disabled by default.

details.
N: Skipping acquire of configured file 'main/binary-i386/Packages' as
repository 'http://dl.google.com/linux/earth/deb stable InRelease' doesn't
support architecture 'i386'
My system is an AMD 64-bit processor.
When I try to report the bug I get the following errors:
E: The repository
'http://ppa.launchpad.net/webupd8team/indicator-kdeconnect/ubuntu cosmic
Release' does not have a Release file.
N: Updating from such a repository can't be done securely, and is therefore
disabled by default.
N: See apt-secure(8) manpage for repository creation and user configuration
details.
N: Skipping acquire of configured file 'main/binary-i386/Packages' as
repository 'http://dl.google.com/linux/earth/deb stable InRelease' doesn't
support architecture 'i386'
which shows that the .css file has a bug.
When I try Software Updater it complains that my internet connect is
faulty. The Ubuntu 18.10 drivers may be faulty, but the internet
connection is good.
And of course there are the bugs in Ubuntu 18.04 and upstream kernel
and 18.10 when trying to use large external drives. Plus the
previously reported and ignored memory leak in Caja.
Plus the error with hyperspec:

Note the invalid http port number (65193)!
18.10 is not yet ready for prime time. 18.04 was but apparently is no
longer supported. Many of these bugs are trivial and are easily fixed.
Others show design flaws in Ubuntu that need to be addressed and are
much harder to fix.
Plus hfsplus has stopped working for no known reason. I need it just
long enough to get my data off the drive so I can reformat it.
