  ubuntu minimal 1804 image published to GCE has the wrong family name

Bug description:
  Image ubuntu-minimal-1804-bionic-v20181220 published to Google Compute
  Engine had the wrong Family name.  The name published was 'minimal'.
  This broke customer applications which depends on the family name.
