A workaround I found from here (https://askubuntu.com/questions/1070862

sudo vim /etc/default/grub
uncomment GRUB_GFXMODE=640x480 and change to GRUB_GFXMODE=1027x768
sudo update-grub

Next disable ast driver
sudo vim /etc/modprobe.d/blacklist.conf
append line blacklist ast
sudo update-initramfs -u

  18.04 laggy login but works fine  off of boot usb

Status in linux package in Ubuntu:

Bug description:
  Running 18.04 off a boot usb stick works flawlessly, however after a
  clean install the login screen is very laggy and once I enter my
  password the screen resolution is all messed up and unreadable.

  If I reboot and hold down shift to get the Grub menu and choose
  Advanced then recovery mode and then without altering anything I
  choose resume from the recovery menu and the login screen works

  All system updates are done.
