  USB 2.0 keyboard not driven directly from USB 3.1 port

Bug description:
  Messages issued during boot:

  usb 1-4: chopping to 0 config(s)
  usb: port power management may be unreliable

  "lsusb -v" command shows keyboard recognized but no active driver.
  Keyboard works when routed through a USB 2.0 hub.  Problem also exists
  under v4.20 kernel (12/23/2018 20:30 build, commit level
  8fe28cb58bcb235034b64cbbb7550a8a43fd88be).  Other USB 1.1 (mouse) and
  2.0 (DVD writer) devices work when plugged into 3.1 ports.  Latest
  level of Intel Visual BIOS (BECFL357.86A.0056.2018.1128.1717) properly
  handles keyboard edits of BIOS.
