Joakim Langvand, this bug was reported a while ago and there hasn't been
any activity in it recently. We were wondering if this is still an
issue? If so, could you please test for this with the latest development
release of Ubuntu? ISO images are available from
http://cdimage.ubuntu.com/daily-live/current/ .

Bug description:
  Update: It seems like this happens only when multiple users are logged
  in, and the problem stil exists in the 3.9.0 Mainline kernel.

  When trying to power off or reboot the system, I get this output from the 
terminal (reconstructed from memory):
  * Asking all remaining services to terminate... [OK]
  * Kiling all remaining processes... [FAIL]
  * Switching to single-user mode...

  It then drops to a root shell. When I try to reboot or shutdown from
  there, I get the same error. I have to do a hard shutdown and then
  power the computer on again. Sometimes it fails to boot without any
  output (it gets stuck on a blinking underscore in the upper left
  corner.

  EXPECTED BEHAVIOUR
  When attempting to reboot or shut down with multiple users logged in, I would 
expect a warning about their programs being closed. After accepting, all users 
should be logged out and the computer halted.
