I have Lenovo Thinkpad T480s connected to a ThinkPad Thunderbolt 3 Dock. I have installed 4.15.0.46, 4.18.0.16 kernel. Both of these kernels have the issue. I followed this comment https://bugs.launchpad.net/dell-sputnik/+bug/1752165/comments/41 and installed 4.20.6 from UKUU and the issue is gone.
