This bug isn't fixed. I have changed the status back to 'incomplete' I hope this is correct.
It is only the WiFi that I have found is able to be turned on and off using Fn+F11 running 3.11.0-14 but it is slow to respond and often takes several attemps. It has always been possible to turn WiFi on and off using the Settings in Ubuntu. The problem with Bluetooth being stuck on and unable to be turned of via the Fn+F12 or the Settings in Ubuntu still stands and I am attempting to bisect between good and bad kernels to solve this. It is taking me sometime as I am not really sure what I am doing.
