Title:
  cosmic kernel (and above) provides two /dev/videoX device but there
  should be only one video device physically

Bug description:
  Since cosmic kernel (4.18) and above, I am aware that there will be
  two /dev/videoX even there is only one device physically. This issue
  could be found in many hardware platforms[1]

  [Steps to Reproduce]

  1. Install Ubuntu desktop image (cosmic or above) on one of the platforms[1]
  2. Check /dev/video*

  [Expected Result]

  There is only /dev/video0 because there is only one video device (the
  default webcam).

  [Actual Result]

  Both of /dev/video0 and /dev/video1 are shown.
