Device: Dell Inspiron 7370

This device was certified with 16.04:

I installed Ubuntu 19.04 and although it installed properly, about 50%
of the time, the device won't boot at all. I need to shut it down and
restart it.
Steps to reproduce
------------------
In the BIOS, make sure
- SATA mode is set to AHCI
- Secure Boot is enabled
1. Install Ubuntu 19.04 stock. I selected the following options:
- Erase disk and install Ubuntu
- Full disk encryption
- Minimal install
- Install 3rd party drivers (this requires to enroll MOK key at the next
reboot using a password)
2. After installation, boot into Ubuntu.
Expected results
----------------
The device boots up Ubuntu reliably.
Actual results
--------------
About 50% of the time, the screen remains dark purple and nohting
moves. I have to manually shut it down and re-start it until it ends
up booting Ubuntu.
It looks like it stops at step:
"Loading initial ramdisk..."

I booted 22 times. It failed to boot 13 times and booted up properly 9 times.
