Sorry guys. False alarm. It was something to do with secure boot. I
disabled secure boot and it starts working magically. The problem is
though, even with secure boot on, Fedora works fine. Arch Linux also
works fine.

  I have a Chuwi Hi10 Air laptop which has rtl8723bs wifi chip. Wifi
  works in Ubuntu 18.04 LTS, it works in Fedora 30 as well. But not in
  Ubuntu 19.04.
