Bug description:
This shows up occasionally when doing downloads of moderate size. apt-
get update typically triggers it, as does updating plugins on the
Wordpress installation running on the VPS.
Note that this affects kernel versions at least as far back as
4.15.0-51, up to 4.15.0-55. 4.15.0-32, under which this bug report was
taken does not display the problem.
