USB enumeration problem / Wandboard Quad rev. b1

Bug description:
The USB devices are detected/enumerated correctly with system start, but when
disconnected later and connected once again are not recognized / enumerated
anymore.
Also removal of ci_hdrc_imx module causes the system hard lock without any
information printed in the console.
Tried with 4.15.0-29 4.15.0-33 4.15.0-34
