  Install of linux-modules-nvidia requires a reboot before nvidia-smi

Status in linux-restricted-modules package in Ubuntu:
  New

Bug description:
  When installing linux-modules-nvidia-418-generic using apt, I expect
  the nvidia driver to be available immediately after the install
  completes.  However, I must reboot before nvidia-smi returns driver
  information.

  AS a side note: sudo udevadm control --reload && sudo udevadm trigger
  does not cause the driver to appear before the reboot.

  I was testing this on Disco.
