Bug description:
  Like bug 1788580 for bionic, the ubuntu_bpf test failed on Disco i386 with:

  9967. Fork 100 tasks to 'test_hashmap_sizes'
  9968. Fork 100 tasks to 'test_hashmap_walk'
  9969. helper_fill_hashmap(270):FAIL:failed to create hashmap err: Cannot 
allocate memory, flags: 0x0
  9970. stderr:

failed.
