[Impact]
xHCI on AMD Stoney Ridge cannot detect USB 2.0 or 1.1 devices.
[Fix]
The xHCI in question doesn't have proper support for D0 PME, so strip it from
PM capability.
[Test]
The xHCI can detect USB 2.0 and USB 1.1 device with the fix.
