Bug description:
  This is a regression caused by bug 1849278, which sends external
  monitor (via HDMI port) to DPMS mode.

  Commit 1d6870b9f9ca "UBUNTU: SAUCE: drm/i915: Add new CNL PCH ID seen
  on a CML platform"[1] was originated from
  https://bugs.freedesktop.org/show_bug.cgi?id=112051 patch
  https://bugs.freedesktop.org/attachment.cgi?id=145786 , which can
  cause this regression and was then revised by
  https://bugs.freedesktop.org/attachment.cgi?id=145843 and is currently
  in review in
