Probably because that one is 5.4 based.

Can you please try 5.3 based kernel:

Title:
  Touchpad doesn't work on Dell Inspiron 7000 2-in-1

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  I run Ubuntu 19.04 on Dell inspiron 7000 2-in-1.

  After a fresh install the touchpad doesn't work, the touchscreen
  doesn't work, when the laptop doesn't recover after a suspend to RAM,
  it boots only with noapic option. The laptop is very recent, I think
  the hardware is not supported well. But I would like your advice,
  perhaps I can do something to get a working setup.

  The xinput output:

  ```
