  Thunderbolt devices ethernet don't work if connected during boot

Bug description:
  I'm using Lenovo Thinkpad t490 with ThinkPad Thunderbolt 3 Dock Gen 2.

  When I boot Ubuntu with dock connected to thunderbolt port, there is a 
problem with network connection. Usb network device is available and trying to 
connect. Then I get connection failed message.

  Unplugging and re-plugging LAN cable, does not help. Disabling network
  from network manager does not help either.

  When I unplug dock from the laptop and replug thunderbolt cable,
  network connects without a problem.
