Realtek Bluetooth controller failed to download firmware larger than 32K.
[Fix]
Update btrtl firmware downloading logic to match the hardware behavior.
[Test]
Several cold boots to force load firmware, and it never fails after the fix.
[Regression Potential]
Low. It's a trivial fix and we've verified it.
