control autoneg, as flow control autoneg is unsupported for fibre port

Flow control parameters of fibre port can not be set after enable flow
control autoneg, as flow control autoneg is unsupported for fibre port.
[Steps to Reproduce]
1.link up fibre port and enable flow control autoneg
2.check status of tx pause and rx pause
3.turn off tx pause
4.checkout status of tx pause

tx pause is on
