Title:
  laptop does not power off  with kernel 4.15.0.74.76

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Laptop does not power off when issue a shutdown request.   This
  problem actually began for me with kernel 4.15.0.72.74 but
  4.15.0.74.76 did not fix it.   I can provide whatever debug/log
  information anyone needs to try to understand if the kernel is waiting
  on some kind of event to complete before powering off.
