It's the GRUB config file that was created by the installer then
modified by subsequent package updates (file has not been manually
edited).

Title:
  Removal of linux-image-5.3.0-29-generic fails

Status in linux package in Ubuntu:
  Incomplete

Bug description:
Attempting to update the kernel from linux-image-5.3.0-29-generic to
5.3.0-40-generic on a 19.10 system with default ZFS root and boot
keeps failing. The latter has installed (for some value of install)
but the former can't be removed and the system is left running that
older kernel. Possibly due to some issue with setting up the next boot
  image under ZFS?
