(wl) Networkmanager says 100% when wifi is really 0%.

Bug description:
When clicking the networkmanager status icon, it shows nearby wifi spots with
meter showing signal strength.
The problem is, sometimes when the signal is actually very weak, it shows up
as 100% signal.
When I run the command sudo iwlist scan it shows the network is 0/5 strength,
but networkmanager shows it as full signal!
Also, it sometimes says it is 0 signal when it is actually good signal.
This is with broadcom wifi card, using proprietary driver.
