  linux-headers does not update in Karmic (9.10)

Status in linux-restricted-modules package in Ubuntu:
  Won't Fix

Bug description:
  Since upgrading to karmic, the linux-headers packages never update
  together with the kernel update.

  I have linux-headers-2.6.31-15-generic and linux-headers-2.6.31-15
  installed, but as usual, kernel 2.6.31-16 update misses out these two
  packages, I have to install those manually, otherwise the nVidia
  driver will not be re-compiled and cause the system fail to boot, how
  can this problem happen?
