There are two separate issues presented here now and it has become confusing to the person it was assigned to. The original issue was the latest firmware update: linux-firmware 1.173.15 with the current HWE 5.3.0-40-generic kernel causing issues with the AMD Oland graphics.
It was apparent on boot time there was an issue because usually this system boots in under 10 seconds. Looked in dmesg and saw all the time outs for the Oland card. Rolled back to the previous firmware version, 1.173.12 and the problem went away.
