Comparing to the current bionic/linux-kvm kernel, this looks to be the
same there. So it may have been some deliberate choice. But could just
be an approach of strip down as much as possible. I see some
IP_NF_TABLES and other NF options being turned on recently. So I guess
someone would have to check and decide.

  CONFIG_NF_TABLES is not enabled in linux-image-5.4.0-1009-kvm

Bug description:
  The NF_TABLES options are not included in the -kvm flavor of the 5.4
  kernel. This package is used in the Ubuntu Cloud Image.

  The linux-image-5.4.0-31-generic package has the options present in
  the config file.
