  usb devices unavailable after boot

Bug description:
  I get error like `usb1-port1: couldn't allocate usb_devices` when
  kernel boot, and all usb devices will not available after startup.

  I verified it on two same machine, and get same error.

  My environment information:
  preinstalled-image: Ubuntu-server focal preinstalled image daily build 0417
  linux-raspi2 version: 5.4.0.1008.8
  linux-firmware-raspi2 version: 1.20200212-0ubuntu1
  machine: raspi 4
