I have just tried that and the result is the same. One thing I would
like to point out is that situation has slightly improved from 18 to 20,
however when the laptop is suspended and I move the touchpad diagonally
instead the cursor is jumpy and does not follow the finger correctly
(this only happens when the system is resume from a suspended state,
with a full reboot everything works fine).

Bug description:
  I am using Ubuntu 20.04 with kernel 5.4.4 on my HP Envy X360 13-ag0xxx. The 
touchpad works fine under most conditions, however whenever the system wakes up 
from a suspended state (on startup) in the first 15-20 seconds the touchpad is 
quite laggy (everything else is smooth) and very hard to use. I am using 
Libinput 1.14.1.
