You have been subscribed to a public bug: I had the same problem, exactly the same look with the latest kernel, of Xubuntu18 and also I tried UbuntuBudgie18, and both did the same. On my laptop (NC8000) the screen looks like someone has disrupted the pixels with little rectangular stuff. I had to go back a kernel via Grub and advanced options before I could read properly anything on the screen. And yes, I have just two 32 bit computers, although I also have 64 bit. But both 32 bit ones with the newest kernels for xubuntu or Budgie mess up the screen, and the kernel before that doesn't. I imagine that’s the case with all of the newer kernels with Kubuntu, Lubuntu etc..
And the kernels are 5.0.037 which works.
