Bug description:
  When we build dkms packages as part of the kernel build (in order to
  permit them to be signed into the kernel module signing key) those
  become defacto dependencies of the kernel.  There is no guarentee they
  remain available for rebuilds or for derivative kernels (and we desire
  an entire cycle to use the same set).

  Need to find a way to make these available when needed for a rebuild
  or respin.
