This is really just raising this raspi upstream github issue to track
when the Canonical raspi kernel maps the two overlays correctly.  If it
already has been done in the focal and groovy linux-raspi updates then I
apologise for the noise - please close.

build rule that says .dtbo files go into overlays and .dtb files don't,
for example - but Canonical are now aware of the problem and it should
be fixed in future releases. "
