  Enable ath11k debugfs/tracing

Bug description:

  [Impact]

  No general user impact. Only for synchronizing configs between oem-5.10
  and hirsute/unstable.

  [Fix]

  In one of the patches landed for bug 1879633 we enabled debugfs/tracing
  for ath11k driver:
  https://lists.ubuntu.com/archives/kernel-team/2020-December/115417.html

  This patchset was also proposed for unstable at the time. Resubmit this
  part for both hirsute and unstable v5.12 again.

  [Test Case]

  Check if now debugfs is available for ath11k:

    $ ls /sys/kernel/debug/ath11k
    qca6390 hw2.0

  [Where problems could occur]

  This should be unrelated to core functions, but might introduce
  performance lose, undefined/untested behaviors when enabled.

  [Other Info]

  The rest parts to enable ath11k support have been included in v5.11, so
  they're skipped here.

  In bug 1879633, CONFIG_ATH11K_DEBUGFS/CONFIG_ATH11K_TRACING were enabled by 
default for oem-5.10. Since this is also the case for ath10k and ath9k in 
-generic kernels, we'd like to sync the behaviors in ath9/10/11k.
