To distinguish issues:
1. This bug is for test failures on ARM64 metal instances.
2. lp:1836167 and lp:1923191 are related (mostly) to cloud instances.
As for ARM64, I checked SRU 20210621 on appleton-kernel.arm64 and dazzle.arm64
instances:
- focal/linux 5.4.0-79.88 on
- focal/hwe-5.8 5.8.0-61.68~20.04.1
- focal/hwe-5.11 5.11.0-24.25~20.04.1
- hirsute/linux 5.11.0-24.25
cpuhotplug works there, so mark the bug as closed.
