I have my ~/.config/tourchpadrc properly set. However, these settings
are ignored and my touchpad falls back to default settings, which is no
emulated clicks and no inverse vertical scrolling.

$ cat ~/.config/touchpadrc 
[parameters]
InvertVertScroll=true
Tapping=true

The worst part, after rebooting ~10 times, my touchpad works again. The
last kernel I had and in which this did not use to happen was
5.4.0-81-generic.
